The KDDI Foundation has begun the International Collaborative Research with LAO Telecommunications Regulatory Authority (LTRA), LAO People’s Democratic Republic from early 2023 as part of the Asia-Pacific Telecommunications Community (APT) program.
This research study aims to improve internet connectivity and quality in LAO, especially in mobile communications. We will study relevant Japanese laws and policies and introduce KDDI’s efforts in this area to explore an adaptation to LAO.
From July 24th to 29th, a research team headed by Mr. Soudchay LORLONESY, Director General, LTRA visited Japan for training and survey.

Starting with a courtesy visit to the International Strategy Bureau of the Ministry of Internal Affairs and Communications, JAPAN, while visiting related sections in KDDI and others, the teams learned Japan’s telecommunications policy/legal system, efforts to improve communications quality as a telecom carrier, and a development of related applications , and found many clues for further improvements in LAO.
